Our specialist areas
We are continually developing the technology of the periodic technical inspection of vehicles, primarily in the direction of the inspection of parts influencing vehicle transport safety.
Our task is to perform continuously, for the Ministry of the Economy and Transport, the background professional technical and informatics tasks related to the establishment of the technology for the inspection by the authorities of journey-recording devices, and to the centralised processing of the data collected.
A specific market-orientated task is the assembly and sale of the equipment which can be added and built onto the CDS computer system (Computerised Diagnostic System) which we developed. Among these, the most significant is the computer-regulated commercial vehicle output and fuel consumption measuring test-bench, which is a further development of the earlier HFP-100 rolling test-bench. With slight modification, this test-bench can also be made suitable for the inspection of retaining brakes and the fitting of the journey-recording device. Several Volán companies and the Miskolci Városi Közlekedési Rt. (Miskolc City Transport Company) have purchased this type of test-bench, and used it to achieve a significant fuel saving, and reduce air-pollution as a result of the lower soot and carbon dioxide emissions of the vehicles.
A new element of the CDS system is the CdsW measuring software, based on Windows 98, suitable for the uniform brake-testing method, and which we install primarily in the brake-testing test-benches earlier sold by us, but also suitable for test-benches of the customer's choice.
The Department carries out professional expert tasks, commissioned by the General Transport Inspectorate; we are currently examining the suitability of the brake-testing programmes developed by various companies, and using a procedure and programme specifically developed for the purpose.
With the backing of our colleagues at the General Transport Inspectorate, we developed, in co-operation with the British company Stonebridge Electronics Ltd., a computerised journey-recording disc measurement system oriented towards inspection by the authorities in accordance with the AETR agreement:
-
Testing and official classification of exhaust and emissions of vehicles on the public roads (passenger cars, motorbikes and mopeds, buses and lorries) in line with UN-ECE and EU regulations; preparation of the domestic employment of these regulations.
-
Determination of emissions components, and on the basis of measurements, calculations of environmental air pollution
-
Determination of transport emission surveys.
-
Testing of air pollution caused by transport, calculation using models (in the vicinity of busy roads, multi-storey car parks, public road underpasses, and industrial establishments for the repair and maintenance of vehicles).
-
Environmental protection (air quality protection) impact testing.
-
Testing of the use of alternative fuels (natural gas, propane/butane, bio-diesel).
-
Expert knowledge in the fields of vehicle engine technology and emissions testing.
-
Quality testing and classification in the fields of operation, maintenance and repair of vehicle engines and their parts.
-
Elaboration of the system and methods of the periodic environmental protection inspection for vehicles; further development in line with EU directives.
-
Professional cooperation in transport air pollution, and the provision of the domestic representation in the works of the major international organisations involved in the establishment of European regulations:
- UN-ECE vehicle air pollution and energy commission (GRPE).
-
ISO vehicle traffic. Specialist environmental protection group of the European Transport Ministers (ECMT).
-
OECD Sustainable traffic committee.
-
OECD-UNEP Environmental protection and traffic.
-
OECD-RTR scientific committee work.
-
UN Traffic and the Environment, permanent Hungarian Focal Point committee.
-
Committee member in joint scientific research topics COST346 and COST 450 MC carried out within the EU.
-
Research undertaken in the framework of the EU-V ARTEMIS research programme.
The activities listed above are carried out by the Department in its laboratories accredited in line with the requirements of standard MSZ EN 45001:0990 by the National Accreditation Board and officially registered with the UN ECE.
