Our projects
VIKI3 Railway infrastructure survey and data upload
The main goal of the VIKI3 project, which was completed at the end of 2023, was to perform data collection, data processing and database uploading tasks related to the national infrastructure register (VIKI).
The new electronic IT system will serve the regulatory control process of the national rail transport authority, making it easier and faster for both the staff of the railway authority and the customers of the railway companies.
In addition, data collection activity was carried out, both from existing IT systems and traditional databases and physically from the rail network.
The system cleans the collected data, validates it and allows it to be loaded into the European Railway Agency’s Register of Infrastructure (ERA RINF) in a format complies with the implementing regulation (EU) 2019/777.
In addition, a forward-looking, artificial intelligence-supported, modern railway data services were estamblished at the railway authority, and a direct system-to-system and a direct system-to-system connection was established thanks to the project.
The tasks included the survey of thousands of kilometers of railway lines and tracks, the collection and analysis of the relevant data, the development of the railway’s IT and traditional databases, and then the systematization of all this in accordance with EU standards, as well as the uploading of the data into international systems.
VTSM Railway Axle Weight Measuring System
The main goal of the VTSM project, which was completed at the end of 2023, was to conduct a pilot model project in the Central Hungary region in order to protect the railway track infrastructure. The long-term goal of the VTSM system is to develop a complex, nationwide transport system that ensures the reduction of overloaded railway vehicles running without a licence or not in accordance with the licence. The pilot is intended to create the technical, legal and institutional solutions necessary for the national expansion of the VTSM system.
During the pilot model project, optical identification equipment was installed at 3 locations, and pre-selected dynamic and static scales were connected to a unified network at 10 locations. The data measured on the devices listed above are transmitted to the developed IT system that also supports official vehicle safety, and the system can send notifications regarding overloading to companies. As a result of the project, a study with national impact was prepared, on the basis of which another large project can be launched.
With the development of the VTSM system, a network of measuring stations connected to a uniform network can be created in the future, which does not require the stopping of railway trains, has automatic operation and automatic train and vehicle identification. Based on the data recorded at the measuring stations, it will be possible to identify overloads. The task of the VTSM system is also to provide statistical data in connection with the measured data.
Another goal of the inspection is to reduce accidents and dangerous situations (e.g. preventing prematurely the derailments).
KEVIFEL Customer-oriented electronicization of road vehicle, water and aviation transport, licensing and inspection processes
The goals of the project:
- Improving the ability to query vehicle technical data and provide vehicle history records, strengthening the legal security of customers, and improving the ability to detect abuses for those performing technical inspections;
- The development of a complex IT solution that ensures the traffic training and examination processes, as well as their uniform and centralized management, registration and execution, in order to renew the operation of the traffic training and examination field, which affects a large number of customers and involves a significant administrative burden.
Results of the project:
- Creation of a website displaying the data of vehicle technical inspections and the further development of the ÚtON mobile application, as well as the creation of the database that serves them;
- Creating the possibility of data query with regard to the records managing the technical examination database of vehicles;
- Increasing the legal certainty of customers by improving the service provider’s ability to manage the data of technical inspections of vehicles, and simplifying the detection of abuses for those performing technical inspections;
- Implementation and introduction of a complex management system of the organization that ensures uniform and centralized management and registration of the traffic training and examination processes, as well as the full electronic conduct of the examination;
- Creation of electronic administration and related electronic payment options in the examination procedure of road vehicle drivers and road traffic specialists;
- Standardization of customer service processes related to the examination of road drivers and road traffic specialists;
- Creation of uniform IT support for internal processes related to the examination of road drivers and road traffic specialists;
- Coordination of records related to the examination of drivers and road traffic specialists;
- Modernization of the functional processes (management, HR, document management) of the renewed organizational system that provides the examination of drivers and road traffic specialists, and the implementation of the systems that support them.
NKS National Transport Infrastructure Development Strategy
The National Transport Infrastructure Development Strategy (NKS), which was prepared under the leadership of the Ministry of National Development and the Transport Development Coordination Center as a result of extensive expert foundational work and social consultation, was adopted by the Government in 2014. It considered the basic goal of the strategy covering the period 2014-2050 that the transport infrastructure, by efficiently serving the economic processes, helps to increase Hungary’s competitiveness to the greatest extent possible.
During the period when the Strategy was being developed, the final directions of changes in domestic and international economic processes were not yet visible after the financial crisis that broke out in 2008, and it was understandable that the unexpected social and economic changes that had occurred in the period since then could not be taken into account – especially the coronavirus pandemic and the wars – nor with their mobility effects. These phenomena and trends have already been taken into account in the concepts developed in recent years in individual sub-sectors (e.g. National Railway Freight Traffic Concept, Budapest Agglomeration Railway Strategy), which already outline different development directions from the previous Strategy. In addition to all this, the review of the Strategy is justified and even necessary by the fact that a decade has passed since its development. In addition, it is necessary to supplement the Strategy with responses to new challenges and to prepare it for the next programming periods.
The basic professional goal of the project is a modern, 21st century the creation of a transport strategy that responds to the economic and social challenges of its third decade, is coherent with the transport policy of the European Union, is active and environmentally friendly, and lays the foundation for the developments of the European Union programming period between 2028-2034. The project will be implemented in two stages (strategy review and then addition) in order to meet the objectives of the European Union as widely as possible, as well as to meet the still missing IKOP Plusz eligibility conditions as soon as possible.
e-HIR2 Development of the Shipping Information System (HIR2)
The aim of the project entitled “Further development of the electronic Shipping Information System (HIR2)” is the further development of the new Shipping Information System (HIR2) developed between 2016 and 2017 in order to improve the user experience and bring it into full functionality. The task of the project is also to prepare HIR2 for commissioning, to support the performance of shipping authority tasks, and to prepare for the introduction of electronic administration. The content of the project includes the development and modification tasks defined by the shipping authority of the Budapest Capital Government Office (BFKH) and the Department of Shipping Authority of the Ministry of Construction and Transport (ÉKM HHF), as well as the EU inland vessel crew database (ECDB) and the EU inland vessel database ( EHDB) as well as IT development supporting the task performance of the connection.
KESZ Road License Management System
The KESZ project focuses on the development of services that help to increase the digital performance of the road transport sector through digitization.
Therefore, it wants to unify and integrate the existing data assets in the field of official license management that is already operating, but does not or does not adequately serve the needs, and by changing the platform, it wants to facilitate the road carrier license management with web and mobile application access that meets the needs of today’s modern age at the domestic and international level.
In the past 10 years, the National Transport Authority and, as its legal successor, the Deputy State Secretariat for Transport Authority Affairs, which has undergone several organizational changes, have introduced and maintain several systems of high importance for the sector. However, specialized systems (BUSZ, KONVOJ, CEMT, BILAT, Engedély2012, CIA, IKR, KBNY, HNCP, etc.) operate as islands next to each other, their interoperability is not guaranteed.
The special task of the specialized systems is the registration of road activity and air carrier and passenger transport licenses in domestic and international relations. The digital transformation of permits and the execution of electronic administration can be a demonstrable competitive advantage for domestic enterprises, and by increasing the efficiency of inspections, the number of abuses and irregularities can be drastically reduced.
